Product features

Depending on the actual order, cegecom provides the customer with one of the following connections:

  • an IP-based analogue telephone line with a telephone number (CTANLA)
  • an IP-based ISDN multipoint line for operation of ISDN terminals (CTANLB)
  • an IP-based ISDN point-to-point line for operation of direct-dial telephone systems (CTANLD)
  • an IP-based SIP-TRUNK telephone line with direct-dial block of numbers for direct linking of IP telephone systems (CTANLF).

 

Les connexions multipoint ISDN et les raccordements d’installations ISDN sont réalisés en tant que raccordement EURO-ISDN avec le protocole DSS1. La connexion multipoint dispose d’un canal de commande (D) et de deux canaux utiles (B). Les raccordements d’installations disposent d’au minimum un canal de commande et de deux canaux utiles. Les raccordements multiplex primaires sont fournis avec au minimum un canal de commande (D) et 30 canaux utiles (B). Si un raccordement téléphonique analogique est demandé, celui-ci sera installé au premier boîtier de raccordement ou à un dispositif spécial NGN-CPE. Les raccordements SIP et les raccordements SIP-TRUNK sont transmis à une interface Ethernet électrique. En vue de la commande des connexions, c’est le protocole SIP qui est utilisé. ISDN multi-device lines and ISDN system lines are realised as EURO-ISDN line with DSS1 protocol. The multi-device line has a control channel (D) and two user channels (B). System lines have at least one control channel and two user channels. Primary multiplex lines are equipped with at least one control channel (D) and 30 user channels (B). If an analogue telephone line is ordered, this will be provided at the first connection box or a special NGN-CPE. The transfer point for SIP and SIP-TRUNK lines is an electrical Ethernet interface. The SIP protocol is used to control the connections. Speech data are transmitted via RTP power. Detailed information can be found in the document Interfacedescription_SIP&SIP-TRUNK.

Transfer point and responsibilities

cegecom’s network termination unit is defined as the transfer point. Depending on the catchment area and product this is either one or more ISDN-NTBAs or an IP network terminal. Both types of unit offer an S0 and/or S2M interface for connection of telephone systems and terminals using the point-to-point protocol (PtP) (NGN system line). NGN multi-device lines use the point-to-multi-point protocol (PmP). With the NGN telephone line (analogue) the first RJ11 and/or RJ45 connection is agreed as the transfer point. A network termination unit is not necessary with an analogue NGN line. If the network terminal requires a 230V power supply, the customer shall provide it free of charge for the duration of the contract. The customer shall also ensure easy access to the network terminal if repair or maintenance work needs to be carried out. If maintenance work is necessary, cegecom will arrange an appointment with the customer. The network termination unit is installed by cegecom in the immediate area (maximum 2 metres) of Deutsche Post’s network terminal or else of the first technical connection point in the building. The connection will be made at the place of installation given on behalf of the customer (place of connection). Terminal equipment thereafter linked up to the network (e.g. telephones, PBXs, etc.) is the responsibility of the customer. This product does not include providing the technical requirements for the customer, in particular the necessary technical infrastructure (cables, power supplies, etc.), or assisting in arranging them. Additional services may however be arranged at a cost.

Transfer point for SIP or SIP-TRUNK products

Transfer takes place at cegecom’s network termination unit. Given different catchment areas, different terminals may also be used. Transfer to the customer takes place at an electrical Ethernet interface. cegecom allocates the IP address either via DHCP (RFC 2131) or pppoE (RFC 2516). cegecom’s responsibility ends here. The terminals and/or telephone systems must be configured so that the specifications of the interface description are met. Configuration of customer systems by cegecom is not part of the product.

The customer has to protect access data against third party interference and is responsible for the proper and safe configuration of his terminals. The customer shall inform cegecom immediately if he believes that third parties may have obtained knowledge of the access data. This must be reported immediately via cegecom’s support hotline.

Access to the customer’s premises

In order to guarantee trouble-free installation and operation of the service, it is necessary that employees of cegecom or of third parties commissioned by cegecom are granted access to the customer’s premises. In the event of faults, access may also be necessary outside normal business hours (nights, weekends). If the customer does not ensure access this may result in delays in installation and/or repairs. cegecom retains the right to charge according to expense for delays caused by the customer. In this case, cegecom also cannot guarantee the agreed SLA times.

Transfer of service to the customer

After completion of the installation, a service handover test (acceptance test) will take place to check that cegecom’s service meets the quality requirements in the order.

Allocation of telephone numbers

The customer receives a telephone number from cegecom’s inventory within the scope of the regulatory guidelines of the ILR (Institut Luxembourgeois de Régulation). The previous telephone number may optionally also be used with the new line (porting). One telephone number is allocated for analogue lines. A multi-device line may have up to 10 multiple subscriber numbers (MSN), however when setting up a new line one MSN is allocated as standard. Allocation of consecutive telephone numbers cannot be guaranteed. The customer receives one telephone number from the range of numbers issued to cegecom by the ILR. For a system line, the customer receives a block of telephone numbers, consisting of a primary number (main number) and the direct lines (DDI range). The full telephone number including the extension range must always consist of one number of 8 digits (e.g. 1234-xxxx, 12345-xxx or 123456-xx). The telephone number for the switchboard is defined as extension -1. The customer must give good reason if he requires a three to four digit extension range, consisting of blocks of 1,000 or 10,000 individual telephone numbers.

Porting

If the customer has already been allocated one or more telephone numbers by another provider he may insofar as legally allow continue to use the existing telephone number(s) instead of the new telephone number(s) (porting). If the customer applies to cegecom to port his telephone number(s) to cegecom then this order will be handled on behalf of the customer with the previous provider. Realization of porting remains exclusively the responsibility of the previous provider.

Making the call

The customer can receive calls to the line using the attached terminal equipment and make calls to other lines, insofar as the other lines are generally technical accessible. Where cegecom provides access to third party services (e.g. directory service, value-added services), cegecom does not have any influence on the provision or cessation of this service by the third party, even if cegecom includes the service in its price list.

Connection probability

cegecom makes the connections with an annual average connection probability of 97.0 per cent. The customer must understand that because of the economic scaling of the telephone network used by cegecom, which complies with international standards, a call cannot always be made.

Carrier selection (call-by-call) and preselection

Services of what are called interexchange carriers (call-by-call or preselection services) cannot be used. Therefore carrier selection or preselection is not possible.

Power supply

The customer must provide the necessary power supply for the connected systems, in particular the network terminal, free of charge. With NGN products, telephone calls are not possible unless there is a functioning 230V power supply.

Call blocking

When applying for the line, the customer can request call blocking. This block affects outgoing calls.

Only one block category may be active on the line.

Using the line in a private integrated network

If the line is used within a private integrated network (e.g. central telephone system with telephones distributed at various locations), then the customer is responsible for the correct allocation of emergency calls to the respective telephone lines. Tracing an emergency call in the event of the caller being unable to speak is only guaranteed if the emergency call is passed via the right connection.

Call diversions

Call diversions are subject to a charge and will be invoiced according to the agreed pricing scheme.

Telephone book entry and entry in electronic databases

cegecom gathers the data provided by the customer and passes it to the databases approved by the ILR. The communication database is used as a basis for entry in generally-accessible subscriber databases (in particular regional telephone books) and for electronic information services. cegecom is solely liable for the correct transfer of the data to the data editing team and is not responsible for any mistakes by the data editing team. The customer shall give cegecom the data on ordering the line and state whether reverse search is allowed or not. This is especially relevant to porting, as otherwise there is a risk that the previous provider will delete the telephone book entry. Other “specially-designed entries” cannot be held by cegecom, and can only be applied for by the line holder directly from the data editing team.
