General information analoge and ISDN

What will be delivered

cegecom will provide to the customer one of the following products, depending on the order:

  • an analogue line with one Phone number (Phone-Analog)
  • an ISDN multi-point line with direct connections for ISDN terminals (Phone-BRI)
  • an ISDN point-to-point / primary rate line with a direct-dial-in function for telephone systems 
    (Phone-BRI-PBX, Phone-PRI)

ISDN multi-point lines and ISDN point-to-point lines are implemented as EURO-ISDN interfaces with the DSS1 protocol. The multi-point interface has one control channel (D) and two user channels (B). Point-to-point interfaces have at least one control channel and two user channels. Primary rate interfaces have at least one control channel (D) and 30 user channels (B). If an analogue telephone line is ordered, the analogue interface will be provided at the first junction box.

Interconnection point and responsibilities

The interconnection point between the customer and cegecom is defined as the network terminating unit (NT). This will always be installed as close as possible (max. 2 meters) to the first technically feasible interface point. The customer is responsible for internal connection of the interconnection point with the terminals and installation/operation of the terminals. Upon request, cegecom will install the network terminating unit in another location in the building (where technically feasible). This service is not part of the product and must be ordered separately after seeking advice and arranging a visit to the premises. All ISDN interfaces are connected electrically either as S0 or S2M interfaces. The analogue interface will be connected as an analogue two-wire connection. Network terminations provided by cegecom remain the property of cegecom. If no first junction box is available, the interface will be connected to the first technically feasible network termination and then connected to the customer. The line will be installed at the installation location specified in the customer’s order. The customer is responsible for the subsequent connection of terminals (e.g. telephones, telecommunications systems) to the network. Setting up the technical equipment for the customer is not part of this product, particularly the required technical infrastructure (cabling, power connections etc.), nor will support be provided for purchasing such equipment. Additional services may be ordered subject to charges.

Access to customers premises

In order to ensure smooth installation and operation of the service, cegecom employees or third parties commissioned by cegecom will need to be given access to the customer’s premises. In the event of an incident, access may also be required outside normal working hours (evenings, weekends). If the customer does not ensure access, this may delay installation or fault clearance. cegecom reserves the right to charge for delays caused by the customer on a time/material basis. cegecom can then no longer guarantee compliance with the agreed SLA deadlines.

Service handover to the customer

Once installation is complete, cegecom ‘s service compliance with the quality requirements of the order will be checked in a service handover test (acceptance test).

For Phone-PRI products, the service will be handed over with an acceptance report to be countersigned by the customer as confirmation.

Allocation of telephone numbers

The customer shall receive one telephone number from cegecom pool as part of the regulatory requirements of the ILR (Institut Luxembourgeois de Régulation). Optionally, the customer can also continue to use his current telephone number with the new connection (porting). For analogue lines one single telephone number will be allocated. A multi-point interface can have up to 10 multiple subscriber numbers (MSN) in total, with one MSN being allocated as standard when the new interface is set up. There is no guarantee that consecutive telephone numbers will be issued. The customer will receive one telephone number out of the telephone number range granted to cegecom by the ILR. For a point-to-point interface, the customer will receive a block of telephone numbers, consisting of the main number and the DDI range. The complete telephone number, including extension range, must always consist of 8 digits (e.g. 1234-xxxx, 12345-xxx or 123456-xx). The extension -1 will be used as the telephone number for the switch board operator. The customer must give reasons to justify the need for a three- to four-digit extension, consisting of blocks of 1.000 or 10.000 individual telephone numbers.

Porting

If a different provider has already allocated a telephone number to the customer, the customer may continue to use the existing telephone number(s) instead of a new telephone number in compliance with statutory regulations. If the customer asks cegecom to port his/her telephone number(s), cegecom will handle this order with the customer’s previous subscriber network operator on the customer’s behalf. The previous subscriber network operator is solely responsible for actually carrying out the porting order.

Call set-up

The customer can accept calls using connected terminals and set up calls towards other phone numbers, as long as the called party is technically available. Where cegecom offers access to third-party services (e.g. information services, premium rate services), cegecom has no influence on the execution or termination of these services by the third parties, even if cegecom quotes these services in the price list.

Connection probability

cegecom offers an annual average connection probability of 97.0%. The telephone network of cegecom is compliant with international standards for economic dimensioning, therefore the customer must accept that it may not be possible to make a connection every time.

Call-by-call and pre-selection

Services by so-called carrier network operators (call-by-call or pre-selection services) cannot be activated.

Call barring

The customer can ask for a telephone number to be blocked when ordering a phone line. This will then prohibit outgoing calls to that number.

Using the phone line within a private integrated network

If the phone line is used within a private integrated network (e.g. central telephone system with telephones located in various locations), the customer is responsible for ensuring correct allocation of emergency call connections to the relevant telephone lines. If the caller is unable to speak, the emergency call can only be traced if it has been made via the right telephone line.

Call diversions

Call diversions are subject to charges in line with the agreed fees model.

Telephone directory entries and entries in electronic directories

cegecom records the data provided by the customer and passes this on to the communications directories agreed by ILR. The communications directory is used as the basis for entry in publicly available subscriber directories (particularly in a regional telephone directory) and for electronic information services. cegecom is only liable for the correct handover of data to the data editing team and is not responsible for any possible errors in data editing. The customer shall provide cegecom with the relevant data when ordering the phone line, informing cegecom if he/she objects to a reverse search. This applies in particular for porting, as there is otherwise a risk that the previous operator may delete the data. Further “detailed entries” cannot be recorded by cegecom. They can only be requested by the phone line owner him/herself at the data editorial staff.
